What a county chamber cannot currently prove

A chamber of commerce is asked one question by every buyer, financier and government office that approaches it: what does this county actually produce, at what volume, at what price, and who produces it. The Nyamira Chapter could answer that from experience, and could not answer it from a record.

That gap is not administrative. A buyer who cannot see a register goes to a county that has one. The chamber that can prove its county’s output is the chamber that gets the buyer.

What was built

A public platform the Chapter owns and operates itself. It carries a business register of who trades in the county and what they produce; a market price series; exhibitor stand booking and sponsorship deposits with payment handled on Pesapal’s own page, never on the site; and the AI Pavilion convened for the county regional expo.

Two rules govern the build and are enforced in code rather than in review. Every published figure resolves against a source register, and a figure with no source entry throws at build time rather than rendering. Any page that cites a source it has not declared throws as well. The result is that the site cannot quietly acquire an unsourced number, which is the failure mode a register of this kind has to be designed against.

Payment amounts are validated server-side against the Chapter’s own published tariff. A tampered form cannot change a price.

Where it has actually got to

The platform is publicly deployed and works today. That is the whole of what can be claimed.

The business register holds no entries. No market price series has been collected. No Chapter operator is yet in place, which means none of the credentials that make the payment rails live have been created by the people who must hold them — and by design, they cannot be created by a developer on the Chapter’s behalf.

Under this site’s own definition, Running requires an operator and evidence that can be produced. Neither exists. This record is therefore Road: committed and in progress, not yet live.

It would be easy to mark it Running. The platform is up, the URL resolves, and most registers would count that. It is not what the word means here, and the register is only worth keeping if the word means the same thing every time.

What has to happen next

Three things, in order, and none of them is a development task.

A named person at the Chapter takes the credentials and enters them into the Chapter’s own hosting project. The register receives its first entries, made by the Chapter rather than by us. A first market price series is collected and can be produced on request.

When those three hold, this record moves to Running, and not before.
